Location: Anglesey and Bangor
37 hours per week
Full-time temporary post until end January 2011 to cover maternity leave

Key Responsibilities

• To promote CHWEA’s objectives and policies as determined by its policy making
procedures.

• To plan and develop appropriate programme of courses and support measures within the priorities laid down for the post.

• To assist the Learning Manager to ensure that all the activity meets the statistical and financial targets agreed.

• To recruit, support and line manage part-time tutors and ensure that they are kept informed of relevant CHWEA policies with regard to finance, record keeping and quality assurance. In consultation with the LM.

• Foster links with a wide range of statutory and voluntary bodies and represent CHWEA on local committees in the area to further the strategic objectives of the Association in the Anglesey/Bangor area.

• Provide assistance, support and advice to members for the purpose of strengthening CHWEA as a voluntary movement.

• To help the Learning Manager in developing new branches strengthening and widening programmes and activities, including the recruitment of students and members.

• Operate as a member of a team and, where appropriate co-ordinate activities.

• Assist the Learning Manager to secure external funding from a variety of sources in order to promote learning activity and community development in Anglesey and Bangor.

• Undertake project management duties, at a local level and ensure that financial, statistical and other targets are met.

• Carry out any reasonable duties the Director of Studies/Learning Manager may feel appropriate

Personal Profile

  Essential Desirable
Qualification HND Business Administration or equivalent or higher qualification

Business Administration qualification

Experience Wide experience of working with adults from a wide variety of backgrounds.
Significant knowledge and experience of community learning issues specifically in areas of social exclusion


Knowledge of FE Funding Systems
Experience dealing with complaints and conflicts, negotiating, communicating (orally and in writing). Good understanding of the voluntary sector.
Recent experience of teaching within any of the following subjects: IT, Art and Design, Welsh for Adults, Basic Skills, ESOL, Communication Skills or other.
IT Skills Well developed IT experience MS Word, MS Excel, MS Outlook, or equivalent, Microsoft Access or equivalent.
Team working Able to work effectively as part of team and independently  
Communication Skills


Well developed communication skills at all levels
Ability to draft reports to management
Ability to communicate and negotiate with learners and members of other organisations


Fluent command of oral and written Welsh.
Self Management Good personal management skills (including meeting deadlines, organising records/files, planning, time management)
Highly motivated and committed to the objectives of the Association.
Able to work flexibly and prepared to support at all times.
Be able to cope with pressure and meet tight deadlines.

Ability to manage change.
Able to create and innovate in a changing environment and manage risk.
Student Support Ability to work effectively with a range of external organizations to facilitate the student support needs of the learners.
Individual learning agreements, Basic Skills screening, Bilingualism.
 
Confidentiality The ability to maintain the strictest confidentiality when dealing with highly sensitive student and organisational information  
Quality Assurance Ability to work to a high standard successfully reaching targets.  
Other A full driving licence plus car available for own use on Association’s business.
The post holder will be required to travel to various locations in Wales and beyond, including other CHWEA offices.

THE ORGANISATION

The Association’s mission statement is:
To enhance the life chances of adults through the delivery of high quality education that promotes employability, enrichment, health and well being giving due regard to the Welsh language and culture.

It is a designated institution under the Further and Higher Education Act 1992 with statutory funding, providing Adult education across North Wales. It is now a fully integrated organisation three years on from its creation from the merger on 1 August 2001 of two of Wales’ oldest adult education bodies: Coleg Harlech (established 1927) and the Workers’ Educational Association (North Wales) (established in North Wales 1925).

The Association continues the longstanding tradition of its predecessors in delivering liberal arts adult education to enable adults to develop their capacity to learn and fulfil their potential, but has also continued to enlarge this by developing and providing opportunities for socially and educationally disadvantaged adults.
